.whoswho is generally an unrestricted tld but with a nexus requirement that applies to registering individuals (as in a person(s) names(s). You can register your own name, pen names, stage names, etc. You cannot register someone else’s name(s) or variation thereof.

In addition, the Registry will not tolerate abusive, imposturous, malicious, profane, obscene, vulgar or illegal conduct in registration of a domain name; nor will the Registry tolerate such content on a website hosted on a .WhosWho domain name. Domains for fan, rant or parody sites not sanctioned by the eponym are subject to take down. The registry will conduct an initial review of the domain name registration submitted within 5 days. During this time the domain will not function until the review is complete and the Registry releases the submission for domain activation.

Domain names will be allocated after the phase has closed. Multiple applications will go to auction. Certain names may be reserved or considered premium names.
